Does anyone have any pve builds that use that elite, im a noob when it comes to necros and i just capped that. =]

[skill]Ravenous Gaze[/skill] is pretty awful, I doubt you're going to find any builds centered around it, or even using it.

It's an awful spell. The condition on the lifesteal is virtually impossible to meet due to the risk involved to you, and the very high likelihood that a monk will heal you before you can activate the spell.
This one needs reworked completely.

The only use I have found for it is on toucher builds, but only if you know how to manage energy w/o Blood Ritual.

Does the skill work if you offset your health with runes and offhands/ Illusion of weakness? Have not ever tried it. I Capped the skill and put it into storage. I have never dusted it off so i really do not know how it works

I would think that [wiki]Grenth's Balance[/wiki] would be preferable to [wiki]Ravenous Gaze[/wiki] in most situations.
Still, you could probably make it useful as a finisher, since 126 life steal (138 with awaken the blood) is pretty intense. The problem would be getting your health under 50% - 31 and not getting healed or killed before you're able to cast the spell.
Maybe something like this:
Blood magic 12+3+1
Soul Reaping 12+1
[skill]Awaken the Blood[/skill][skill]Lifebane Strike[/skill][skill]Barbed Signet[/skill][skill]Dark Pact[/skill][skill]Jaundiced Gaze[/skill][skill]Vampiric Gaze[/skill][skill]Ravenous Gaze[/skill][wiki]Masochism[/wiki]
Usage:
Cast awaken the blood and masochism prior to battle, let your energy recharge after each. Use lifebane strike to initiate combat. Alternate jaundiced gaze and dark pact until gaze stops being a life steal. If your health gets too low, use vampiric gaze for a life steal with no sac, or barbed signet should be close to break-even. Use Ravenous Gaze if your health is below the threshold (which is 50% of your health - 33 with awaken the blood on) and it looks like it will kill your opponent.
Awaken the Blood assures that you won't gain any life from using Barbed Signet, and that you will take a healthy chunk of damage from dark pact and jaundiced gaze. Masochism will help keep your energy up.
Against tougher monsters, you may not want to use awaken the blood, and just let the sac from dark pact slowly bring you below 50% (jaundiced gaze will be profitable until it stops stealing life, as will barbed signet).
In either case, don't use ravenous gaze if you're not below the threshold, and it would be preferable to use it mainly as a finisher.
This is about the best thing I can come up with for Ravenous Gaze. Obviously there are better skills to use most of the time.
